There is no such status as "out of project". Based on the fact that you do not have a job and your employer is not paying you, you are out of status already. It is your employer's responsibility to pay you no matter you have a project or not. In fact, it is because of cases like yours that USCIS has raided those desi body shops and put them behind bars.
My advice to you is change your stauts ASAP to F-1 or if you are married, then to H4.
If the above two options are not something you can do, please leave the country.
H1 B Alien need not be paid all the time. I guess one can be on unpaid vacation for a while. pls see below.

Very interesting. I thought affidavit from the mother or father along with a letter of non-availibility of birth certificate should be Ok.
Ofcourse the non-availibility is usally given in a piece of paper and not any official letter head. There might / might not even be an official seal in many cases.
Would be interesting to see what others think about your issue.

Not an amended H1. It is an H1B extension for 3 years after I140.
The question is if you have this approval in your hand (whose start date is after your current visa validity) and you return to the country within your visa validity, will the official have I-94 valid till the end of the new approval or till the date your current visa is valid?
According to "Last Action" Rule of USCIS, there is a possibility that your H1B extention approval becomes invalid because the POE gave validity till your visa end.
Seems all so screwed up. But red-tape rules are never white and black.

The documents being asked, all are always in your hand, just keep few copies and keep sending for every H1 transfer.
Hope you are not doing H1 transfer every three months.
To make you more sad, there is a change in the process (read in murth news letter), that all the documents must be attached even if you want to make an amendment in your petition. So, you have your name misspelled, date misspelled, birth date wrong, prepare one more set of documents for that too.
Thank you.I just waned to let others knows about that you have to give two weeks notice to your current employer and join the new employer which is not possible according to the new system.Also there are lot of denials and you are not sure about the H1 is goint to get approved.At this point of time I don't think it is a better idea to start working for a company with out getting approval.Because you won't get more than one offer at this time.Also your previous employer may not want you be back.

Unfortunately, Canadian authorities don't take I-94 as it is nothing to do with them and don't pass it to US CBP.
Even if I come back - may walk to US border point to return I-94, the issue is not returning I-94 alone it is the date of leaving as there won't be any stamping or any record of leaving.

Not sure if anyone experienced this, but on 2 computers this site, antivirus software detected a virus & my work PC (protected with McAfee) is not booting up, IT said my hard drive has been corrupted. renewal to get a new i94 indirectly.
2) Currently your status is H1 , if you use AP then ur status will becom Parolee and if you use EAD then "???"
I think of these solutions...
1) Exit and Enter the country to match with your 797 dates.
or
2) Talk to your employer ,find a temporary employer to switch your h1 and switch back to your current employer. ( do premium if necessary ).

RFE is about company asking about the company payrolls, number of employees, Taxes filed for the last 3 years, Company location, my company to client relation etc etc.
It seems that you company has had some past/present issues with INS/USCIS. The RFE is comprehensive enough to cover entire employer history and it appears that USCIS has termed your employer as "staffing company" (that is reason for client contract).
It does not look like good time for your employer. Unfortunately, it is the employees who are hardest hit due to employer's karma.
Contact a good attorney ASAP.
